Highlight On The Implementation Status Of The Chief Of The Naval Staff Strategic Directive 2015-1

The CNS SD 2015-1 was promulgated on 31 Aug 16 to guide the attainment of NN goals in areas considered critical to effectiveness on NN operational, logistics and administrative processes and procedures.

– The directive outlined key priorities to be achieved by the NN and the specific tasks to be accomplished by the branches, commands, establishments, ships and units and within specified time frame.

ACHIEVEMENTS OF STRATEGIC DIRECTIVE 2015 – 1

Some modest achievements were recorded by the implementation of the CNS SD 2015-1. These were in the areas of operations, fleet renewal, logistics, infrastructural development as well as human resource management and administration amongst others.  Let us now take them one after the other beginning with the milestones in operations.

MILESTONES OF SD 2015-1 IN OPERATIONS

CNS SD 2015-1 provided that the NN must continue to efficiently monitor and maintain effective control of activities over the nation’s maritime domain. In compliance with this provision, the NN made some giant strides in this regards. Accordingly, the NN sustained credible presence at sea resulting in drastic reduction in crude oil theft and illegal bunkering. Other achievements recorded in operations are as shown on the screen. MILESTONES OF SD 2015-1 IN OPERATIONS

Sustained credible NN presence at sea.

Drastic reduction in crude oil theft and illegal bunkering.

Operational availability of NN Helicopters.

Re-activation of regular work-up programmes for ships.

Establishment of functional diving cells in all operational bases.

Sustained participation of NN in CTCOIN operations.

Commencement of choke points regime to enhance NN presence at creeks and estuaries.

Successful conduct of CNS Annual Sea Exercise codenamed “OPERATION TREASURE GUARD” from 18 – 22 Dec 15.

Successful conduct of Regional Sea Exercise codenamed OPERATION OPIA TOHA.

Flag off of OPERATION TSARE TEKU 1 & 2 and currently Phase 3 for improved maritime security.

MILESTONES OF SD 2015-1 IN FLEET RENEWAL

The sustenance of an operational readiness requires a robust capability for platforms maintenance. Therefore, efforts were made to promote indigenous ship building capability to achieve a balanced NN fleet. Consequently, the NN, in compliance with the provisions of CNS SD 2015-1 achieved most of the objectives within the time frame. Accordingly, the NN has successfully completed the building of TUG CDR UGWU at NSL, PH and SDB II, NNS KARADUA at NDL, Lagos respectively. Other ship refit and repairs undertaken within this period as well as other milestones are as shown on the screen. Pictures of some of the achievements are as shown on the screen.

Completion of repairs of NNS BURUTU.

Re-activation of RMAC facilities in CNC, WNC and ENC.

Completion of repairs of Hel NN04.

Completion of repairs of Helicopter NN11.

Ongoing construction of Tug boats.

Obtaining of relevant safety Certification for SDBs.

Completion of repairs of MCMVs.

Ongoing refit of NNS SIRI, NNS EKUN and NNS DAMISA.

Ongoing refit of Tug DOLPHIN RIMA and DOLPHIN MIRA.

Completion of locally built Tug Boat “TUG CDR UGWU”.

Successful docking of NNS NWAMBA and OBULA for DED.

Ongoing repairs on Shaldag Boats.

Complete refit of 2 OCEA boats; NNS BADAGRY and OKPOKU.

Launching of 30 Epenal boats to enhance reverine operations.

MILESTONES OF SD 2015-1 IN LOGISTICS AND INFRASTRUCTURAL DEVELOPMENT

The capability of the NN for independent and sustained operations is hinged on the development of an integrated logistics system while infrastructural development forms a critical factor for NN sustained operation. To this extent, the need to emplace affordable housing ownership scheme for NN personnel and completion of various ongoing projects cannot be overemphasised. Under these tasks, some of the objectives were timely delivered as shown on the screen. Some of the pictorials are as shown on the screen.

Completion of Annual Inspection of 2 x AB 206 Hel (supply of      spares).

Completion of 25 units of 3 – bedroom bungalows at Navy Town Ojo (LOT 1).

Completion of Girls’ Hostel at NNSS OGBOMOSHO.

Construction of NN Publishing Centre, Asokoro, Abuja.

Construction of Genny House and supply of 100 KVA Perkins Generator for CND Lokoja.

Completion of Phase 1 Infrastructural Development at Asokoro Barracks.

Completion of Phase 1 of various projects at NNSS OKURA Kogi State.

Construction of 1 x Ratings’ Accommodation at Abuja
(Female Arrival Hall)., Ojo..

LOGISTICS/ INFRASTRUCTURAL DEVELOPMENT  (CONT)

Ongoing procurement of floating jetties for FOBs.

Completion of Navy Barracks Kuje, Abuja.

Completion of Admin Block, Naval Dockyard Ltd, Victoria Island Lagos.

Completion of Conference Hall, Naval Dockyard Ltd, Victoria Island Lagos.

Completion of alternative Officers Mess, Western Naval Command Lagos.

Completion of Admin Block, NAB Ojo, Navy Town.

Completion of NN Diagnostic Centre, Navy Town Ojo, Lagos (including installation of radiation protection/lead lining of fluoroscope digital X-Ray, mammography and static X-Ray rooms).

Completion of classroom blocks at NNSS OGBOMOSHO.

Completion of NN Guest House at NNPRS Makurdi.

Commissioning of the remodelled Intensive Care Unit at Nigerian Navy Reference Hospital, Navy Town, Ojo..-[[

MILESTONES OF SD 2015-1 IN HUMAN RESOURCE MANAGEMENT AND ADMINISTRATION

The development of human resources plays a significant role in sustaining the efficiency and effectiveness of NN operations. Hence, it is imperative to attain and maintain a highly skilled, motivated and efficient work force capable of discharging NN roles and assigned task professionally. Accordingly, the objectives achieved within the time frame of CNS SD 2015-1 are as shown on the screen.

MILESTONES OF SD 2015-1 IN HUMAN RESOURCE MANAGEMENT AND ADMINISTRATION

Reactivation of Governing Boards of Professional Training Schools.

Review of NN Training policy on operational training, type training and on-the-Job-Training.

Reactivation of Specialist and Type training course/programmes for engineering personnel.

Commencement of manpower training in Civil Military Relations and Information Management for take-off of Directorate of Civil-Military Relations.

Commencement of manpower training in Museum and Archiving for smooth take-off of Directorate of NN Museum and Archives.

Ongoing accreditation of courses at NNEC Sapele.

HUMAN RESOURCE MANAGEMENT AND ADMINISTRATION (CONT)

Successful conduct of NN Retreat with the theme; “Nigerian Navy and Emerging Maritime Security Challenges” from 30 Nov – 1 Dec 15 at Asaba, Delta state.

Development of Doctrines on NN Counter Terrorism Crises Response and self-propelled water/barges for enhance NN Brown Water Operations in designated choke points regimes.

Development of a boat handling competition handbook.

Development of Training Record Book for officers training and STCW Certification.

Partnership with International Aviation College (IAC) Ilorin for training of own pilots and provision of course curricula.

CONCLUSION

The feedback from the field, which I have just highlighted, revealed some major giant strides in the attainment of the objectives of the CNS SD 2015-1. There is therefore the need to sustain the progress made so far and emplace a more robust and efficient, operational and strategic framework for a greater efficiency of the NN. This is the essence of our gathering here this morning. May I therefore have the singular honour and privilege to invite the Chief of the Naval Staff, Vice Admiral IE Ibas, to give his remarks and promulgate his second Strategic Directive.
