Army Headquarters Department Of Civil-Military Affairs Conducts Sensitization Workshop On Human Rights and Professional Conduct Of Troops

The Army Headquarters Department of Civil-Military Affairs (AHQ DCMA) on Tuesday, 29 October 2025, held a one-day sensitisation workshop on Human Rights and Professional Conduct of Troops at Nebo Hall, Headquarters Nigerian Army Ordnance Corps Abalti Barracks, Ojuelegba, Surulere, Lagos.

The workshop was aimed at enlightening participants on the need to continually uphold and protect the Constitution of the Federal Republic of Nigeria, while acting in accordance with extant military laws, policies, and administrative procedures of the Nigerian Army.

In his opening remarks, the Chief of Civil-Military Affairs (CCMA), Major General Gold Chibuisi, who was ably represented by the Deputy Chief of Civil-Military Affairs, Major General O.A. Fadairo, noted that the modern battlefield is not only physical but also perceptual. He emphasized that every action or inaction of a soldier in the field could either enhance or undermine the Army’s operational legitimacy, national security outcomes, and diplomatic relations.

Major General Chibuisi further stated that the Nigerian Army has taken deliberate steps to institutionalize respect for human rights through enhanced training programmes, workshops of this nature, establishment of human rights desks, collaboration with civil society organizations, and continuous engagement with national and international human rights institutions. He stressed that respect for human rights is not a hindrance to operational effectiveness; rather, it enhances legitimacy, builds public trust, and strengthens civil-military relations.

The sensitisation workshop featured a series of lectures delivered by distinguished resource persons, including: International Humanitarian Law by Major L. Jatto (Rtd); Psychoactive Substance Abuse by Commander Mohammed Shehu Lawan, Deputy State Commander of Narcotics, Lagos State Command (NDLEA); Speaking Engagements on Drugs by renowned Nollywood actor, Kanayo O. Kanayo; Mental Health and Family Cohesion by Brigadier General K.T. Archibong (Rtd); and Human Rights and Professional Conduct of Personnel jointly delivered by Major J.R. Mamza and Captain I.D. Obarein and Lieutenant Colonel HI Mohammed all from the AHQ Civil-Military Legal Desk.

The event also featured an interactive session where participants made valuable contributions and asked pertinent questions, which were comprehensively addressed by the resource persons.

In attendance were representatives of the Corps Commander Ordnance and the General Officer Commanding (GOC) 81 Division, the Commander 81 Division Garrison, Unit and Formation Commanders, Staff Officers of both Headquarters Nigerian Army Ordnance Corps and 81 Division, as well as officers and soldiers drawn from various units, establishments, and schools within Lagos State.

The workshop was climaxed with the presentation of souvenirs to the resource persons by the representative of the CCMA, followed by a group photograph.
