Army Headquarters Department Of Civil-Military Affairs Holds Workshop In 4 Special Forces Command

Army Headquarters Department of Civil-Military Affairs organized a high-level sensitization workshop on human rights and professional conduct for troops of the 4 Special Forces Command on Tuesday, 5 August 2025. The event, held at the Lieutenant General Taoreed Abiodun Lagbaja Hall, brought together senior officers, facilitators, and subject matter experts.

The workshop addressed key issues, including operational discipline, international humanitarian law, mental health, and family cohesion. Major General Hillary Nzan, Commander of the 4 Special Forces Command, described the workshop as a deliberate initiative to equip personnel with the knowledge, skills, and mindset necessary to uphold human rights and maintain professional standards.

Major General Gold Chibuisi, Chief of Civil-Military Affairs, emphasized the complex security environment and the need for troops to operate within the ambit of the Nigerian constitution, military regulations, and international conventions. He stated that the Nigerian Army respects human rights, which is why training and workshops are essential for enlightening troops.

The workshop featured several key lectures, including Psychoactive Substance Abuse Among Security Operatives: Effect on Operational Effectiveness” by Deputy Commander of Nacortics Yekeh Sesugh Colinus, International Humanitarian Law (IHL) and the Geneva Convention” by Major Livinus Jatto (retired), Mental Health and Family Cohesion” by Brigadier General Kelechukwu Archibong.

The Team Leader of from Army Headquarters Civil Military Legal Desk, Captain Joel Mamza, led a comprehensive session on human rights and professional conduct, covering legal frameworks, constitutional rights, and Army policies.

The event concluded with the presentation of souvenirs to guest lecturers and facilitators.
