Chief Clerks, Strategically Relevant Within The Nigerian Army Manpower System and Command Framework – Lt Gen Shaibu

The Chief of Army Staff (COAS), Lieutenant General Waidi Shaibu, NAM, on Monday 16 November 2025, said that Nigerian Army (NA) Chief Clerks are strategically relevant within the NA manpower system and command framework. He stated this while declearing open the *Nigerian Army Second Chief Clerks’ Convention 2025* , currently ongoing at Headquarters 2 Division NA, Ibadan, Oyo State. The event which is scheduled from 16 – 21 November, 2025, assembled Chief Clerks across NA formations and units.

In his keynote address, the COAS, stressed that with the realities of digitised service record, and automation of pay and allowance systems, as well as deployment of integrated human resource management platforms, the convention remains highly necessary in order to aid NA Chief Clerks transforn their roles from traditional record keeping to digital documentation, with the benefits of data – driven decision support and administrative leadership within the chain of command. He added…… “Chief Clerks remain the vital link between command intent and execution at every echelon; they serve as custodians of records, enforcers of standards, and advisers on personnel administration.”

The Army Chief, further said that administrative accuracy and timeliness, are as decisive as tactical manoeuvre, adding that every document processed by a Chief Clerk directly impacts on professional readiness, morale and accountability across the NA chain of command. He assured that the convention will provide suitable avenue to reaffirm the relevance of Chief Clerks as vital enablers in achieving effectiveness across all levels of command in the NA. He appreciated the efforts of the organisers, and urged participants to share the practical field experiences they have gathered over the years, saying it would help refine administrative policies, enhance coordination, and improve overall efficiency of NA Ckerks.

Earlier in his welcome address, the General Officer Commanding (GOC) 2 Division NA, and Commander, Sector 3 Operation FANSAN YAMA, Major General Chinedu Nnebeife, affirmed that the convention is a testimony of the NA’s continuous commitment towards building institutional efficiency, professionalism, and operational excellence at all levels of command. He acknowledged that the continued successes recorded in military operations stem from efforts of Chief Clerks towards sustaining good administrative processes. “While combat arms and services execute missions in the field, it is the robust administrative framework, anchored by our Clerks and human resource professionals, that ensure accountability and continuity of efforts”, the GOC added. He said the convention would offer the Ckerks opportunity to renew their practices, share experiences, and develope innovative approaches that will strengthen them for improved efficiency.

Major General Nnebeife, appreciated the COAS for his visionary leadership and unwavering commitment to the welfare, professionalism, and development of all categories of personnel in the NA; noting that the COAS’ approval of the convention underscores his recognition of the vital roles the Chief Clerks play in sustaining efficiency of the NA. Similarly, the GOC thanked the Chief of Personnel Management, and his team for their selfless efforts towards organising the convention, and ensuring that the Clerks remain equipped with contemporary knowledge and skills to discharge their responsibilities effectively. He charged the Chief Ckerks, and all administrative personnel to take advantage of the convention to improve their capacity.

The opening ceremony was well attended by a team of senior officers from Army Headquarters, Commanders and senior officers within HQ 2 Division. Highpoints of the event were lecture presentations, and robust interactive sessions.
