
Civil-Military Cooperation A Core Strategy Necessity – Chief Of Army Staff
The Chief of Army Staff, Lieutenant General Olufemi Oluyede has commended the Department of Civil Military Affairs for conceptualizing the Nigerian Army Civil-Military Cooperation Appraisal Conference for the J9 and G9 officers in Army Divisions, Theater of Operations and 4 Special Forces Command during the two days Conference held at Army Headquarters Department of Civil-Military Affairs Auditorium, Army Headquarters Annex A Asokoro Abuja on Tuesday 7 October 2025.
In his opening remarks, the COAS who was represented by the Chief of Accounts and Budget (Army) Major General Abayomi Fayemiwo urged the Department to remain resolute in sustaining efforts at endearing public participation in security issues and maintaining a public positive image for the Nigerian Army.
He further stated that ” Civil-Military Cooperation is not a peripheral element of our operations but a core strategy necessity”
Earlier, in his welcome address, the Chief of Civil – Military Affairs, Major General Gold Chibusi said Civil-Military Relations has become focal to the success of modern Kinetic operations, given the impact of human dynamics on the overall security landscape. He urged the participants to leverage on lectures, case studies, and useful points during the interactive sessions as a guide in discharging their duties at various locations.
The theme of the 2 – Day Conference was Redefining Operations Environments through Effective Military Cooperation and aimed at evaluating the Civil Military strategies employed so far across the various operational theater of Operations and considered a means to identifying ways of further enrich the understanding of Civil Military Cooperation among the J9 and G9 officers of the Nigerian Army operational headquarters on practical ways of improving the existing relationship between the Nigerian Army, civil society organizations , human rights advocacy groups, the Media and academia as well as the public
During the conference, participants had two lectures on, *PRINCIPLE OF CIVIL – MILITARY COOPERATION: HISTORICAL CONTEXT AND FUTURE PROSPECT.* While the second lecture was on *LAW, LEGITIMACY AND THE MILITARY IN STRENGTHENING DEMOCRACY, A CASE STUDY ON CIVIL – MILITARY RELATIONS IN COUNTERINSURGENCY OPERATIONS* : Lessons from Internal Security and United Nations Peace Support Operations also formed part of the conference and was taken by Major General AT Famadewa Rtd.
The participants were grouped into 3, and presentations on the lectures and case study were made by each group. In addition, J9 and G9 officers made presentations on Civil – Military Activities in their various Areas of Responsibility.
In attendance were the representative of Commander Training and Doctrine Command Army Maj Gen MT Babayo, and Representatives of Chief of Defence Civil Military Relations Wing Commander DK Egga, Director of Civil Military Relations Naval Headquarters Navy Captain BT Firima and Chief Civil Military Relations Nigerian Airforce Group Captain SA Olowokere among other senior officers.
The conference witnessed interactive session, presentation of Certificates of Participation to participants, souvenir presentation to the Special Guest of Honour and a group photograph.
