COAS Harps On Efficient Procurement Process For Army’s Operational Efficiency

‎The Chief of Army Staff, (COAS), Lieutenant General Waidi Shaibu has emphasized the importance of procurement process in enhancing the Nigerian Army’s (NA) operational capabilities.

‎The COAS gave the emphasis today, Wednesday, 5 November 2025 at the opening ceremony of the Directorate of Procurement Seminar, hosted by the Office of the Chief of Army Staff in collaboration with Lathad Consulting Nigeria Limited, at the Army War College, Nigeria.

‎Speaking on the theme; “Building Resilient and Transparent Defence Procurement System: Strategies for Sustained Operational Readiness in the Nigerian Army” the COAS, represented by the Chief of Logistics (Army), Major General Adekunle Adeyinka averred that the seminar is aimed at improving the capacity of procurement personnel and enlighten other stake holders involved in the procurement process with current best international procurement practices.

‎The COAS stated that the NA has continue to work closely with all stakeholders in the procurement process acknowledging the vital role of the office of the National Security Adviser, Central Bank of Nigeria, Bureau of Public Procurement and Office of the Auditor General of the Federation amongst others in the Defence Procurement Process.

‎The Army Chief said the NA had continued to work closely with all stakeholders to ensure the effective procurement process, which has in turn strengthened operations and enhanced the overall force posture, enabling Army to more effectively carry out its assigned tasks.

‎While acknowledging the commendable progress of the Directorate of Procurement in modernizing its procurement process since its inception in 2015, the COAS noted that public procurement has evolved from just an administrative function to a strategic function with encompassing principles, integrity, risk management and sustainable outcomes.

‎‎In his welcome remarks, the Acting Director, Procurement, Brigadier General Sadisu Yakasai noted that the seminar was designed to enhance participants’ understanding of the essentials of military procurement processes within dynamic regulated policies.

‎Brigadier General Yakasi noted that over the years, the NA Procurement Process has focused on the acquisition of new capabilities and platforms, construction of accommodations and maintenance of existing structures and equipments, adding that the efforts had enhanced the NA’s operations and improved its posture to perform its roles while continuing to work with stakeholders to sustain these feats.

‎Delivering a Goodwill message, the Director General, Bureau of Public Procurement, Dr Adebowale Adedokun, represented by Engr Isah Yusuf noted that the seminar is timely, considering the pivotal role of procurement in the operational effectiveness of the NA and to ensure the NA was able to effectively performed its constitutional duties despite limited funding.

‎He stated that the Bureau of Public Procurement is aware of the peculiar nature of Defence and Military Procurement System and had always provided support. He called for constant review of the NA’s Procurement Strategies to ensure they aligned with global best practices and not infringe on the Public Procurement Act.

‎In attendance were Commandants Army War College Nigeria and Nigerian Army Ordnance School, Principal Staff Officers from Defence and Services Headquarters, Commandant Army War College, Major General UM Alkali, representatives of the DG, Bureau of Public Procurement and Office of the Auditor General of the Federation, NA Registered Contractors, Former Directors of procurements, Senior Officers serving and retired.
