Nigerian Air Force Holds Legal Officers’ Conference
The Nigerian Air Force (NAF) Directorate of Legal Services (DLS) today held its 2017 annual Conference with the theme ‘‘Enhancing the Capacity of NAF Legal Officers for Optimal Service Delivery’’. The one-day capacity building conference was geared towards keeping participants abreast of modern trends in legal practice with a view to repositioning for effective legal service delivery.
In his address at the Conference, the Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, restated the important role of the DLS in the realization of NAF objectives through sound legal advice. He then expressed his pleasure at how the NAF had generally been adhering to International Humanitarian Laws and Laws of Armed Conflicts in all its operations. ‘‘I am glad to note that the NAF has always operated within the confines of international law in all its operations within and outside the country,’’ he said. The CAS then urged the participants, which included air officers commanding (AOCs) and field commanders, to take the conference seriously and later pass the lessons learnt to their subordinates. Air Marshal Abubakar also urged the conference participants to focus their deliberations on possible ways of adding value to NAF operations and other activities towards continued compliance with International Humanitarian Laws in order to best serve the interest of Nigerians.
The Chief of Administration (COA), Air Vice Marshal (AVM) Lawal Alao, in his opening remarks, commended the DLS for meeting NAF legal obligations in the on-going war against terrorism. AVM Alao added that the noted legal framework that had ensured discipline amongst NAF personnel as well as the necessary legal guidance for the Service were initiated by the DLS. He then enjoined the participants to use the opportunity offered by the Conference to further enhance their legal knowledge on fundamental human rights and Laws of Armed Conflicts. Earlier in his welcome address at the occasion, the Director of Legal Services, AVM Mahmoud Ahmed told participants to ensure that the NAF’s legal interest was maximally protected while providing legal advice and guidance to unit and field commanders.
Two papers were presented at the Conference with the first one titled ‘‘Introduction to Laws of Armed Conflict and International Humanitarian Laws’’ and delivered by Major Livinus Jatto (Retired) of the International Committee of the Red Cross. The NAF Deputy Director of Legal Services, Group Captain Musa Sanda-Jika delivered the second paper titled ‘‘Trials and Trial Procedures in the Armed Forces of Nigeria.’’
