Nigerian Army Conducts Sensitization Workshop On Human Rights and Professional Conducts

In a significant move to enhance human rights awareness and professional conduct among its personnel, the Army Headquarters, Department of Civil-Military Affairs (AHQ DCMA) conducted a one-day sensitization workshop for troops of the 3 Division Nigerian Army and Operation SAFE HAVEN in Jos, Plateau State on April 15, 2025. The workshop aimed to address the pressing security challenges in the North Central region and promote adherence to ethical standards among military personnel.

Major General Gold Chibuisi, the Chief of Civil Military Affairs (CCMA), highlighted the critical security situation in Plateau State during his opening remarks. He noted the alarming rise in communal clashes, armed banditry, and kidnappings, which have left local communities vulnerable. “The North Central region is witnessing various security challenges, including violent ethnic and communal clashes that have significantly impacted the safety and livelihoods of its inhabitants,” he stated, emphasizing the need for a robust military presence to mitigate these crises.

Represented by the Director, Civil-Military Affairs, Major General OA Fadairo, the CCMA underscored the importance of respect for human rights, asserting that the adherence to ethical conduct is essential both in peace and wartime. “The respect for human rights is not just a legal obligation as outlined in various Rules of Engagement and Codes of Conduct; it is also vital for restoring normalcy to conflict-affected areas,” he affirmed. In echoing this sentiment, he called on troops to uphold the Constitution of the Federal Republic of Nigeria and remain vigilant against unprofessional behavior.

Major General Folusho Oyinlola, General Officer Commanding 3 Division and Commander of Operation SAFE HAVEN, delivered the welcome address, reiterating the workshop’s purpose – to educate troops about civil rights and discourage drug abuse while promoting community support. “Our operations must always reflect the utmost professionalism and caution,” he insisted, encouraging the troops to seize the opportunity to engage, ask questions, and contribute to the discussions. Major General Oyinlola expressed gratitude to the Chief of Army Staff, Lieutenant General OO Oluyede, for his strategic guidance and ongoing welfare initiatives that significantly enhance the well-being of military personnel and their families. He also thanked the CCMA and his team for prioritizing 3 Division and Operation SAFE HAVEN in the sensitization initiative.

The workshop featured several informative lectures aimed at equipping military personnel with essential knowledge. Topics included “Psychoactive and Substance Abuse,” presented by Deputy Commandant Grace Goyol of the National Drug Law Enforcement Agency (NDLEA) Plateau State Command, “Mental Health and Family Cohesion” by Surgeon Commodore Momoh Salihu from the Defence Headquarters, “International Humanitarian Law” delivered by retired Major Livinus Jatto from the International Committee of the Red Cross, and “Professional Conduct of Personnel” presented by Captain Joel Mamza of AHQ DCMA.

The interactive sessions were a highlight, providing troops with a platform to clarify doubts and engage with experts. Troops were encouraged to actively participate, ensuring the skills and knowledge acquired would be paramount in executing their duties while respecting the rights of the citizens they are sworn to protect.

As the event concluded, souvenirs were presented to participants, and a group photograph was taken, symbolizing the collaborative spirit that the workshop fostered.
