Precision Strike Doctrine Drives Purposeful Lethality In Nigerian Air Force Operations – Chief Of Air Staff
The Chief of the Air Staff (CAS), Air Marshal Sunday Kelvin Aneke, has reaffirmed that the projection of purposeful lethality remains central to all Nigerian Air Force (NAF) operations. This doctrine, he emphasized, is anchored on the delivery of precise, decisive, and actionable combat power, enabled by advanced technology, operational speed, and superior targeting accuracy, with strict and uncompromising regard for the civilian environment.” The CAS made this known while hosting the Executive Director of Citizens Advocacy for Social and Economic Rights, Frank Tietie, and his delegation at Headquarters NAF, Abuja. Represented by the Chief of Civil-Military Relations, Air Vice Marshal Edward Gabkwet, the CAS reiterated the Service’s commitment to sustained engagement with civil society as a strategic enabler of transparency, trust, and operational effectiveness.
Reinforcing this operational philosophy, Air Marshal Aneke highlighted a suite of forward-leaning institutional measures designed to sharpen precision, strengthen discipline, and entrench accountability across all NAF missions. Central to these are the Civilian Harm Mitigation and Response Action Plan (CHMR-AP), the Civilian Harm Mitigation (CHM) Board, and the Civilian Harm Assessment and Investigation (CHAI) Team, all structured to systematically review operational outcomes within established frameworks. These are further supported by a dedicated CHM Department at the Air Warfare and Doctrine Centre, an online reporting portal for human rights concerns, and continuous aircrew training and theatre-level sensitization. Collectively, these initiatives consolidate strict compliance with International Humanitarian Law and reinforce globally accepted human rights standards while sustaining operational effectiveness and mission tempo.
In his remarks, Frank Tietie commended the NAF for its sustained operational successes against terrorism, insurgency, and other security threats, while pledging continued institutional support. He lauded the Service’s professionalism, noting that its structured approach to operational conduct and stakeholder engagement reflects a firm commitment to accountability and ethical standards. According to him, these efforts continue to strengthen public confidence and demonstrate the NAF’s capacity to operate effectively in complex environments while remaining guided by legal and moral obligations in the defence of Nigeria’s democracy and national security interests.
